A Multi-Layer Governance Framework for Responsible Adoption of Artificial Intelligence in Higher Education Institutions

Abstract

Artificial Intelligence is emerging as a breakthrough technology that is transforming the face of higher education by improving tailored teaching, intelligent tutoring, automated assessment, academic administration and institutional decision making. But the rapid deployment of AI creates severe difficulties around ethical decision making, algorithmic bias, data protection, transparency, accountability and regulatory compliance. However, many educational institutes are still utilising artificial intelligence technology without proper governance mechanisms which leads to variations in execution and raises operational risks. Much of the current work has focused on technology progress and/or on specific ethical concerns, paying little attention to the establishment of a holistic governance framework suited to the university setting. This paper proposes a Multi-Layer Governance Framework that unifies institutional governance, ethical principles, technological controls, regulatory compliance, stakeholder interaction and continuous monitoring into a single conceptual paradigm. The proposed methodology allows systematic evaluation of standard artificial intelligence systems implemented in universities through the entire life cycle, including design, implementation, monitoring and continuous improvement. The comparative analysis of existing AI governance models demonstrates that the proposed framework offers a more comprehensive perspective, including policy development, transparency, risk management, human oversight, and performance evaluation. Moreover, the framework aligns with the internationally established principles of trusted AI and takes into account the operational demands of higher education institutions. The conceptual model given is a realistic path for policy makers, university administrators, researchers and educators who want to use artificial intelligence technology safely, ethically, and sustainably. It also points to future research opportunities in adaptive governance, explainable AI and policy standardisation in educational contexts.
